The Model

Inspired by the work of advocates and innovators across the country, we interviewed people who had made significant and measurable progress toward ending homelessness in their communities.

We soon found that the interventions they developed fit into five categories of change, which we have outlined step by step. You can find the full Campaign Playbook — a toolkit for finding and housing vulnerable people — in the Resources section.

Step 1: Build the local team

Build the local team

Far more than "the usual suspects," the Campaign team should be an action-oriented group drawn from as many local sectors as possible. The best teams are not afraid to overhaul systems to drive tangible housing outcomes and sustainable change. Build your local team »

Step 2: Clarify the demand

Clarify the demand

During Registry Week, your local Campaign team will create a by-name and -photograph registry of everyone experiencing homelessness in your chosen area. The information you gather about these individuals will facilitate data-driven negotiations about housing and support resources. Clarify your demand »

Step 3: Line up the supply

Line up the supply of housing and services

Campaign communities across the country have found brilliantly creative ways to line up housing and services. Tap the Campaign's national network of likeminded communities and mentors to find new ways to secure units, funding, and support. Line up your supply »

Step 4: Match people to housing & services

Move people into housing

The data you gather in Step 2 will help you match people to the housing, neighborhoods, service models, and rental supports that best fit their needs and eligibility. Move people into housing »

Step 5: Help people stay housed

Help people stay housed

Ensuring that housed individuals are able to maintain housing long term is critical to success in each community. Once you move someone into permanent housing, the real work begins! Help people stay housed »
